Inventing an Object of Control?

An article in today's paper described an outbreak of concern over the practice of hazing at a top high school in suburban New Jersey.  Apparently the practice has been going on for a long time (I think the article mentioned ten years).  Interesting as a case study of how something evolves into an issue people want to pay attention to, how those who are working to make it or keep it an issue do so, who gets involved, what features of existing institutions get recruited to the effort and lots more.   Worth following for all kinds of reasons.
